What we do
The people who write most advocacy messaging already believe in the mission, and the message lands with everyone who agrees with them. The audience that decides the issue is somewhere else, worried about the rent and whether the plant stays open.

We build the message for that audience first, then run the full public affairs campaign behind it.

Services
Most advocacy messaging gets written by people who believe in the mission, and it reaches the people who agree with them. We write to the bottom of Maslow’s hierarchy, where your audience is, and build the framework your organization works from.

The outlets your supporters read are not the ones your audience reads. We pitch the reporters covering your issue where your audience goes for information.

Some organizations need a chief communications officer before they’re ready to hire one. We take the seat, manage your staff and agencies, and advise your CEO before a decision goes public.

Congress stopped following its own process, and nobody there reads a white paper anymore. We pioneer the methods that reach the Members you need to persuade.

When a story breaks, you have a few hours before everyone else’s version becomes the dominant narrative. We build the plan while things are calm and run the response with you when the call comes.

People now ask an LLM about your issue and take the answer as gospel. We audit what the major AI systems return on you and help shift those answers in your favor.

Kevin Perez-Allen
Founder and Principal
Kevin Perez-Allen is the founder of Baseframe Strategies, a public affairs and strategic communications firm in the Washington, D.C. area. An award-winning communications executive with 21 years of experience, he specializes in reaching audiences that have stopped listening to national institutions. Kevin has counseled international heads of state, national security leaders, elected officials, health care founders, and the leadership of transportation and public utility agencies, and he advises Fortune 500 executives whose language no longer works on the people they need.Â

Kevin is the creator of Baseframe Theory, a messaging framework that applies Maslow’s hierarchy to political persuasion, building messages from physiological and safety needs rather than the aspirational language most organizations lead with. He also created the America First Influence Series, which includes The Right Narrative Playbook, a breakdown of the 5 narratives driving right-wing messaging and how to reframe policy for audiences that would otherwise shut communicators out, and The New Advocacy Playbook, a guide to a Congress that no longer runs on hearings or institutional credibility.
Over his career Kevin has placed clients on CNN, Fox News, MS NOW, NPR, PBS, Sinclair Broadcasting, and Spectrum One, and in The New York Times, Politico, Axios, USA Today, and The Hill, among others. On the morning of the 2020 presidential election, with every outlet covering the race, he booked his organization's chief executive on national television.

Before founding Baseframe Strategies, Kevin was Senior Vice President at Signal Group, where he co-led the health care and public diplomacy practices. He ran integrated campaigns across earned media, coalition mobilization, and executive positioning for clients spanning health care, foreign governments, and environmental organizations.

Kevin served as the inaugural Chief Communications Officer at United States of Care, a national health care advocacy organization, where he built the communications function from the ground up. He established the organization's brand and editorial voice, created its owned publications, and directed campaigns aimed at Americans across the political spectrum on health care costs and coverage.

Earlier in his career, Kevin managed communications for multiple political campaigns and served as a press secretary in the California State Assembly. He has directed public affairs programs at Washington agencies across environmental, public health, and advocacy accounts.

Kevin is an alumnus of Whittier College in southern California. He's constantly (and unsuccessfully) competing with fellow alum Richard Nixon for the title of "Most Famous Alumnus".
